ABOUT 2nd SPECIALTY<\/strong><\/p>\n

Examination format: Based on an interview<\/strong><\/p>\n

Date of the interview: August 20, 2026, at 10:00<\/strong><\/p>\n

Interview process:<\/strong> During the interview, each applicant will be asked one question on each of the following topics, a total of two questions:<\/p>\n

  1. the essence and significance of the comprehensive reforms being implemented in the country;<\/li>\n
  2. the main purpose of choosing the designated bachelor\u2019s degree programme for obtaining a second and subsequent higher education degree.<\/li>\n<\/ol>\n

    50 points are allocated for each question, and the maximum total score that can be obtained is 100 points. Students who score 60 points or higher on the questions in total will be admitted to study.<\/p>\n

    REGULATION<\/h2>\n

    On the procedure for obtaining second and subsequent higher education at higher educational institutions of the Republic of Uzbekistan<\/strong><\/p>\n

    Chapter 1. General Provisions<\/h3>\n

    This Regulation determines the procedure for organizing second and subsequent higher education in bachelor\u2019s degree programmes at higher educational institutions.<\/p>\n

    This Regulation does not apply to higher military educational institutions of the Republic of Uzbekistan.<\/p>\n

    In accordance with Article 11 of the Law of the Republic of Uzbekistan \u201cOn Education\u201d, citizens have the right to obtain second and subsequent higher education on a contractual basis.<\/p>\n

    Persons who have a bachelor\u2019s degree (diploma of a specialist) in higher education may obtain second and subsequent higher education in bachelor\u2019s degree programmes.<\/p>\n

    Higher educational institutions organize second and subsequent higher education based on their available capacity, material and technical facilities, composition of academic staff, as well as the characteristics of bachelor\u2019s degree programmes, in the bachelor\u2019s degree programmes and forms of education that were available in the admission parameters of the previous year at a particular higher educational institution.<\/p>\n

    Chapter 2. Organization of Admission to Second and Subsequent Higher Education<\/h3>\n

    Admission parameters for second and subsequent higher education are determined by the Council of the higher educational institution, taking into account the scientific and pedagogical potential and material and technical facilities of the higher educational institution.<\/p>\n

    Admission commissions established at higher educational institutions (hereinafter referred to as the admission commission) are responsible for conducting admission to second and subsequent higher education.<\/p>\n

    To enter second and subsequent higher education, applicants register annually from July 10 to August 10 (inclusive) through a special electronic system developed by the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.<\/p>\n

    During registration, applicants enter their personal information into the special electronic system and upload the following documents:<\/p>\n

    a copy of the document on higher education (or an extract from the diploma \u2014 for persons who graduated from higher educational institutions of the Republic of Uzbekistan on the basis of a state grant);<\/p>\n

    a copy of the supplement to the higher education document.<\/p>\n

    In this case, diplomas issued by educational institutions of foreign countries after January 1, 1992, must be nostrified in accordance with the established procedure.<\/p>\n

    The procedure for admission to second and subsequent higher education (the form of the entrance examination, assessment criteria, and examination dates) is determined by the Council of the higher educational institution based on the characteristics of the higher educational institution and is published annually on the official website of the higher educational institution by July 1.<\/p>\n

    The results of admission to second and subsequent higher education are published annually by higher educational institutions by August 30.<\/p>\n

    A contract is formalized between the persons recommended for admission as students to study for a second and subsequent higher education degree and the higher educational institution.<\/p>\n

    Contracts are formalized in 3 copies for legal entities and 2 copies for individuals.<\/p>\n

    The terms of the contract, the procedure for their implementation, as well as the obligations of the parties, are carried out in accordance with the legislation.<\/p>\n

    Higher educational institutions, based on the characteristics of bachelor\u2019s degree programmes, determine the tuition fee for second and subsequent higher education on a contractual basis by the Council of the higher educational institution, based on the amount of expenses related to educating one student.<\/p>\n

    The admission of students to study is formalized by an order of the rector of the higher educational institution after the payment specified in the contract has been made.<\/p>\n

    Chapter 3. Organization of the Educational Process in Second and Subsequent Higher Education<\/h3>\n

    Studies in second and subsequent higher education begin from the 2nd year, regardless of the difference in subjects in the curricula.<\/p>\n

    In this case, the duration of study for second and subsequent higher education is set to be one year shorter than the period established for the relevant bachelor\u2019s degree programmes.<\/p>\n

    The curricula and subject programmes for bachelor\u2019s degree programmes in second and subsequent higher education are separately developed and approved by the basic higher educational institutions in coordination with related higher educational institutions, based on the needs of personnel customers, in accordance with the curriculum and subject programmes approved for the full-time form of education.<\/p>\n

    Transfer, reinstatement and expulsion of students studying for second and subsequent higher education are carried out in accordance with the Regulation on the procedure for transfer, reinstatement and expulsion of students of higher educational institutions, approved by Resolution No. 393 of the Cabinet of Ministers of the Republic of Uzbekistan dated June 20, 2017.<\/p>\n

    Persons who have studied for second and subsequent higher education are issued a state-standard document (diploma and its supplement) based on the results of the state attestation.<\/p>\n

    Chapter 4. Final Provisions<\/h3>\n

    Disputes arising in the application of this Regulation shall be resolved in accordance with the procedure established by legislation.<\/p>\n

    Persons guilty of violating the requirements of this Regulation shall be held liable in accordance with the procedure established by legislation.<\/p>\n
