General Provisions<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 1. Relations Regulated by This Code<\/strong><\/p>\n<p style=\"text-align: justify;\">This Code has been developed in accordance with the Law of the Republic of Uzbekistan \u201cOn Education,\u201d the Concept for the Development of the Higher Education System of the Republic of Uzbekistan until 2030, the Resolution of the President of the Republic of Uzbekistan on additional measures to ensure the academic and organizational-managerial independence of state higher education institutions, as well as other laws and subordinate legal acts. It regulates relations related to the principles and norms of professional ethics of the university\u2019s professors, teaching staff, other employees (technical and auxiliary), students, master&#8217;s students, and doctoral candidates (hereinafter referred to as employees, students, and doctoral candidates), as well as the basic rules of conduct in the educational process and in official duties.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 2. Purpose and Objectives of the Code of Ethics<\/strong><\/p>\n<p style=\"text-align: justify;\">The purposes of the Code of Ethics are:<\/p>\n<p style=\"text-align: justify;\">to form the culture of employees, students, and doctoral candidates based on national and universal values;<\/p>\n<p style=\"text-align: justify;\">to develop and continuously improve the concept of ethics related to the educational process;<\/p>\n<p style=\"text-align: justify;\">to educate employees, students, and doctoral candidates in the spirit of respect for the university and its values;<\/p>\n<p style=\"text-align: justify;\">to establish requirements for dress, appearance, and behavior within the university premises.<\/p>\n<p style=\"text-align: justify;\">The objectives of the Code of Ethics are as follows:<\/p>\n<p style=\"text-align: justify;\">to implement preventive measures aimed at preventing offenses and crimes among employees, students, and doctoral candidates;<\/p>\n<p style=\"text-align: justify;\">to prevent engagement in and\/or promotion of inappropriate behaviors such as violence, cruelty, and immorality among students;<\/p>\n<p style=\"text-align: justify;\">to prevent the promotion of harmful ideas and views alien to our national mentality, as well as extremism, separatism, fundamentalism, and the negative influence and attacks of \u201cmass culture\u201d;<\/p>\n<p style=\"text-align: justify;\">to identify and eliminate the causes and conditions leading to such inappropriate behaviors;<\/p>\n<p style=\"text-align: justify;\">to foster a high level of legal awareness among employees, students, and doctoral candidates, and to educate them in the spirit of strict compliance with the Constitution, laws, and other normative legal acts of Uzbekistan;<\/p>\n<p style=\"text-align: justify;\">to form and enhance the ability of employees, students, and doctoral candidates to respect and protect the rights, freedoms, and interests of citizens at all times;<\/p>\n<p style=\"text-align: justify;\">to instill patriotism and high moral qualities, and to educate them in the spirit of respect for national values;<\/p>\n<p style=\"text-align: justify;\">to create and develop a healthy socio-psychological environment within the university;<\/p>\n<p style=\"text-align: justify;\">to create conditions for forming a culture of appropriate appearance among employees, students, and doctoral candidates;<\/p>\n<p style=\"text-align: justify;\">to preserve and enhance the prestige and reputation of the university in the life of the state and society and in the education system.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 3. Scope of Application of the Code<\/strong><\/p>\n<p style=\"text-align: justify;\">This Code applies to all employees, students, and doctoral candidates of the university.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 2. Principles of the Code<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 4. Fundamental Principles of Conduct<\/strong><\/p>\n<p style=\"text-align: justify;\">This Code is based on the principles of legality, priority of the rights, freedoms, and legitimate interests of citizens, patriotism, loyalty to service and study duties, justice, honesty and impartiality, efficiency, and thrift.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 5. Principle of Legality<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates of Tashkent State University of Oriental Studies shall strictly comply with the legislation of the Republic of Uzbekistan and perform their service and study duties in accordance with job descriptions, employment contracts, the provisions of this Code, the Internal Regulations of the university, and other normative documents related to education.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 6. Principle of Priority of Rights, Freedoms, and Legitimate Interests of Citizens<\/strong><\/p>\n<p style=\"text-align: justify;\">The rights, freedoms, and legitimate interests of citizens are considered the highest value at Tashkent State University of Oriental Studies. Employees, students, and doctoral candidates shall not allow violations of these rights and shall assist in restoring them if such violations occur.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 7. Principle of Patriotism and Loyalty to Duty<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates shall carry out their academic and professional activities based on moral values, devotion to the homeland, and loyalty to their service and study duties, reflecting the expectations and trust of society in higher education institutions. They must fulfill their duties properly, regardless of personal interests or ideological views, and in a spirit of mutual goodwill.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 8. Principle of Justice, Honesty, and Impartiality<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates must act fairly, honestly, and impartially in their academic and professional activities and treat all individuals, both legal entities and individuals who interact with the university, its websites, and social networks, in accordance with these principles.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 9. Principle of Efficiency and Thrift<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates shall continuously improve the efficiency of their activities through the implementation of innovative technologies and other means. They must treat the property of the university and the time of themselves and others responsibly and carefully.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 3. Combating Corruption<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 10. Non-Acceptance of Corruption in Any Form<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates shall not accept corruption in any form and shall take lawful collective measures against any manifestation of it. They are obliged to actively participate in anti-corruption efforts and prevention, strictly comply with anti-corruption policies and related documents, carry out their activities transparently and fairly, adhere to high moral values and principles, and strictly observe the rule of law.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 4. Requirements for Conduct and Official Communication<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 11. Dress Code and Appearance Rules<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates must dress in a modern style appropriate to their studies and profession.<\/p>\n<p style=\"text-align: justify;\">Female employees, students, and doctoral candidates are prohibited from wearing clothing that reveals the body (transparent clothing, open shoulders, chest, abdomen, or above the knees), excessively tight clothing, or wearing headphones or various metal accessories on different parts of the body (except ears and fingers), or having visible piercings or tattoos.<\/p>\n<p style=\"text-align: justify;\">Female students must attend classes in light-colored, modest blouses, skirts covering the knees, classic-style trousers or suits, and dark-colored shoes, and must bring necessary study materials.<\/p>\n<p style=\"text-align: justify;\">Male employees, students, and doctoral candidates must wear white, light blue, light brown, or light gray shirts, classic trousers or suits, and dark-colored shoes, with neatly groomed hair and properly trimmed beards. Students must also bring the necessary study materials.<\/p>\n<p style=\"text-align: justify;\">Professional and appropriate attire is encouraged.<\/p>\n<p style=\"text-align: justify;\">Outerwear (coats, jackets, hats, etc.) is prohibited in classrooms and offices. Appearance must be clean and neat.<\/p>\n<p style=\"text-align: justify;\">It is also prohibited to include elements in appearance that reflect affiliation with religions, confessions, or subcultures that contradict national values (such as skullcaps, crosses, hijabs covering the face, etc.).<\/p>\n<p style=\"text-align: justify;\">On weekends, free dress is allowed, except for clothing that violates modesty or reflects prohibited affiliations.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 12. Participation in Meetings and Events<\/strong><\/p>\n<p style=\"text-align: justify;\">During events, participants must respect speakers, maintain order, and not interrupt without permission. Leaving the hall is allowed only when necessary.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 13. Conduct in Buildings<\/strong><\/p>\n<p style=\"text-align: justify;\">Students must give way to staff, men to women, and younger individuals to elders. Identification must be shown when entering. Movement should follow the right side, avoid loud phone conversations, and greet each other appropriately.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 14. Official Communication Standards<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates must:<\/p>\n<p style=\"text-align: justify;\">act in the interest of the university and protect its reputation;<\/p>\n<p style=\"text-align: justify;\">not spread false or misleading information;<\/p>\n<p style=\"text-align: justify;\">not disclose personal information without consent;<\/p>\n<p style=\"text-align: justify;\">provide accurate and sufficient information;<\/p>\n<p style=\"text-align: justify;\">not misuse official information;<\/p>\n<p style=\"text-align: justify;\">avoid unjustified criticism and maintain professionalism in public and online communications.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 15. Observance of Work and Study Time<\/strong><\/p>\n<p style=\"text-align: justify;\">All members must be punctual and adhere to discipline.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 16. Prohibited Actions<\/strong><\/p>\n<p style=\"text-align: justify;\">Strictly prohibited:<\/p>\n<p style=\"text-align: justify;\">committing offenses or crimes;<\/p>\n<p style=\"text-align: justify;\">using or distributing drugs, alcohol, tobacco, or similar substances;<\/p>\n<p style=\"text-align: justify;\">disturbing public order, engaging in fights or gambling;<\/p>\n<p style=\"text-align: justify;\">damaging university property or reputation;<\/p>\n<p style=\"text-align: justify;\">spreading extremist or immoral content;<\/p>\n<p style=\"text-align: justify;\">disrupting educational or work processes.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 5. Ethical Obligations of the Management of a Higher Education Institution and Procedures for Preventing Conflicts of Interest in Professional Activities<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 17. Duties of the Head<\/strong><\/p>\n<p style=\"text-align: justify;\">The management and heads of structural subdivisions (hereinafter referred to as the head) must serve as a model of high professionalism, impartiality, integrity, and fairness toward subordinate employees, and contribute to the formation of a positive moral and psychological environment within the higher education institution or its structural subdivision. The head must not require subordinate employees to perform tasks beyond their official duties, nor induce them to commit unlawful acts.<\/p>\n<p style=\"text-align: justify;\">In their activities, the head shall:<\/p>\n<p style=\"text-align: justify;\">not allow the selection and placement of personnel based on kinship, regional affiliation, or personal loyalty, nor permit discrimination in labor relations;<\/p>\n<p style=\"text-align: justify;\">not allow factionalism, localism, favoritism, or other negative factors in the performance of official duties;<\/p>\n<p style=\"text-align: justify;\">refrain from rudeness, not demean human dignity and honor, and not exert psychological or physical pressure;<\/p>\n<p style=\"text-align: justify;\">take timely measures to prevent and regulate conflicts of interest;<\/p>\n<p style=\"text-align: justify;\">take measures to prevent corruption;<\/p>\n<p style=\"text-align: justify;\">create, within available internal resources, all necessary conditions for employees\u2019 professional and intellectual development, including a favorable working environment, modern computers, internet access, library resources, opportunities for rest, recreation, and physical activity;<\/p>\n<p style=\"text-align: justify;\">organize employees\u2019 activities effectively and treat entrusted property and financial resources with care and thrift. The head is responsible for ensuring that subordinate employees comply with labor discipline.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 6. Requirements for Interpersonal Relations of Employees, Students, and Doctoral Candidates<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 18. Interpersonal Relations<\/strong><\/p>\n<p style=\"text-align: justify;\">Relations among employees, students, and doctoral candidates must be based on national values and traditions, a unified team environment, mutual respect and attention, friendship, solidarity, honesty, and fairness.<\/p>\n<p style=\"text-align: justify;\">In interpersonal relations, it is strictly prohibited to show disrespect for human dignity, insult individuals, appropriate others\u2019 intellectual property, engage in rudeness, use obscene language, or engage in physical altercations.<\/p>\n<p style=\"text-align: justify;\">Pedagogical staff must combine high standards in the educational and upbringing process with respect for students\u2019 dignity.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 19. Interaction Between Pedagogical Staff and Students Inside and Outside the Classroom<\/strong><\/p>\n<p style=\"text-align: justify;\">When a pedagogical staff member enters the classroom, all students must stand up to show respect, and after the teacher greets them and permits them to sit, they may take their seats. When the teacher finishes the lesson and leaves the classroom, students must also stand to see them off.<\/p>\n<p style=\"text-align: justify;\">Pedagogical staff must respect students\u2019 dignity in all situations, maintain openness and goodwill in relations, carry out their duties selflessly in the educational process, and must not humiliate students, use rude language, behave arrogantly, or engage in favoritism. They must always act fairly and impartially toward students.<\/p>\n<p style=\"text-align: justify;\">Pedagogical staff must also respond, in accordance with ethical norms, to students\u2019 questions related to subjects or courses outside class time and take measures to increase students\u2019 interest and motivation in the subject.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 20. Prohibition of Academic Harassment and Pressure<\/strong><\/p>\n<p style=\"text-align: justify;\">Within the activities of Tashkent State University of Oriental Studies, if students are approached by management or pedagogical staff to engage in certain activities without their consent or to use their labor without payment (except for voluntary \u0441\u0443\u0431\u0431\u043e\u0442\u043d\u0438\u043a\u0438 and other activities organized in accordance with decisions of the President or the Cabinet of Ministers of the Republic of Uzbekistan, strictly observing safety standards), refusal by students to comply with such requests must not result in retaliation.<\/p>\n<p style=\"text-align: justify;\">Such refusal must not lead to the assignment of low grades or any other form of pressure or harassment (academic harassment) by pedagogical staff in the future, and such harassment is strictly condemned.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 21. Use of Mobile Communication Devices<\/strong><\/p>\n<p style=\"text-align: justify;\">The use of mobile communication devices during classes is strictly prohibited for everyone. Their use may be allowed only in necessary and justified cases with the permission of the pedagogical staff.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 22. Participation in Classes<\/strong><\/p>\n<p style=\"text-align: justify;\">Students are not allowed to be late for classes. However, a student who is late for a valid reason may enter the classroom, apologize, and take their seat with the permission of the teacher.<\/p>\n<p style=\"text-align: justify;\">A pedagogical staff member may remove a student from the class if the student disrupts the lesson with inappropriate behavior, informing the faculty dean (or, in their absence, the deputy dean or tutor\/group mentor).<\/p>\n<p style=\"text-align: justify;\"><strong>Article 23. Communication Outside Class Time<\/strong><\/p>\n<p style=\"text-align: justify;\">If a student needs to communicate with a pedagogical staff member outside class time, such communication may take place:<\/p>\n<p style=\"text-align: justify;\">during consultation hours, independent study time, or at a mutually agreed time;<\/p>\n<p style=\"text-align: justify;\">The student should know the position, full name, and patronymic of the pedagogical staff member they wish to contact.<\/p>\n<p style=\"text-align: justify;\">In cases where there are substantiated serious reasons (such as rudeness, extortion, poor quality of teaching, systematic disruption of classes due to the fault of the teacher, etc.), supported by evidence and the unanimous opinion of the group (course), students may apply to the faculty dean with a request to replace the teacher.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 24. Subordination<\/strong><\/p>\n<p style=\"text-align: justify;\">Appeals by employees, students, and doctoral candidates to management regarding any issue must be organized according to a defined procedure (principle of subordination), that is, through a step-by-step escalation through the management hierarchy. Direct appeals by students to the university rector are an exception.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 25. Initiative and Activity<\/strong><\/p>\n<p style=\"text-align: justify;\">Initiatives and ideas of employees, students, and doctoral candidates aimed at improving the moral and ethical environment, enhancing the quality of education, effectively using innovative ideas, and organizing beneficial activities within the higher education institution are encouraged.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 7. Ethical Obligations of Employees, Students, and Doctoral Candidates<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 26. Ethical Obligations<\/strong><\/p>\n<p style=\"text-align: justify;\">Persons entering study or employment at Tashkent State University of Oriental Studies shall be formally acquainted with this Code in writing (with signature).<\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates are obliged:<\/p>\n<p style=\"text-align: justify;\">to comply with legal acts and the requirements of this Code;<\/p>\n<p style=\"text-align: justify;\">to deeply understand noble qualities such as striving for excellence, honesty, and justice, and to respect national ethical traditions, customs, and values;<\/p>\n<p style=\"text-align: justify;\">to continuously work on self-improvement and regularly study adopted legislation;<\/p>\n<p style=\"text-align: justify;\">to perform their duties conscientiously and professionally;<\/p>\n<p style=\"text-align: justify;\">to refrain from any actions that may damage the reputation and prestige of the institution;<\/p>\n<p style=\"text-align: justify;\">not to use information about the institution to harm its interests or reputation;<\/p>\n<p style=\"text-align: justify;\">to treat university property (movable and immovable, flora and fauna, etc.) with care, including proper and economical use of technical equipment provided for official duties;<\/p>\n<p style=\"text-align: justify;\">to use electricity and water economically;<\/p>\n<p style=\"text-align: justify;\">to immediately inform the administration about any adverse incident or event;<\/p>\n<p style=\"text-align: justify;\">to comply with established restrictions and prohibitions, perform duties properly, not discuss personal and family matters of others, and not discriminate based on gender, race, nationality, language, religion, social origin, position, or other characteristics;<\/p>\n<p style=\"text-align: justify;\">not to spread rumors, slander, or defamatory information;<\/p>\n<p style=\"text-align: justify;\">to avoid conflicts that harm the institution\u2019s reputation and not deliberately damage others\u2019 academic or professional efforts;<\/p>\n<p style=\"text-align: justify;\">not to commit actions that degrade the honor and dignity of women, engage in harassment, or use obscene language;<\/p>\n<p style=\"text-align: justify;\">to execute decisions and instructions of state authorities and university management within their competence in a timely and \u043a\u0430\u0447\u0435\u0441\u0442\u0432\u0435\u043d\u043d\u044b\u0439 (proper) manner;<\/p>\n<p style=\"text-align: justify;\">not to abuse their position for personal or others\u2019 benefit;<\/p>\n<p style=\"text-align: justify;\">to tell the truth and not mislead leadership or colleagues;<\/p>\n<p style=\"text-align: justify;\">not to install advertising materials without permission;<\/p>\n<p style=\"text-align: justify;\">to ensure confidentiality of information obtained in professional activities;<\/p>\n<p style=\"text-align: justify;\">to maintain a healthy lifestyle, care for others\u2019 health, and promote ecological and aesthetic culture;<\/p>\n<p style=\"text-align: justify;\">to express critical opinions and make objective decisions, recognize and correct their mistakes;<\/p>\n<p style=\"text-align: justify;\">not to show off their financial well-being;<\/p>\n<p style=\"text-align: justify;\">to behave politely in the Information Resource Center, handle books and equipment carefully, keep silent, avoid food consumption, and follow borrowing rules;<\/p>\n<p style=\"text-align: justify;\">to use sports facilities in proper attire and handle equipment carefully;<\/p>\n<p style=\"text-align: justify;\">to maintain cleanliness in university premises and surrounding areas;<\/p>\n<p style=\"text-align: justify;\">not to litter and to dispose of waste properly;<\/p>\n<p style=\"text-align: justify;\">not to park in prohibited areas and to follow traffic rules;<\/p>\n<p style=\"text-align: justify;\">to adhere to general ethical norms outside work\/study and avoid antisocial behavior.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 27. Additional Ethical Requirements<\/strong><\/p>\n<ol style=\"text-align: justify;\">\n<li><strong>Students:<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">to continuously improve their speech culture; to actively support and strengthen the system of student self-governance, develop creative activity, and enhance collective culture;<\/p>\n<p style=\"text-align: justify;\">not to discuss other students\u2019 grades with teaching staff; not to receive outside assistance during the defense of written work and during rating assessments; not to miss classes without valid reasons; and not to be late for classes without valid reasons;<\/p>\n<p style=\"text-align: justify;\">not to wander around the university premises aimlessly during classes;<\/p>\n<p style=\"text-align: justify;\">not to leave the territory of the higher education institution during class time without permission from the faculty dean or the head of the master\u2019s department;<\/p>\n<p style=\"text-align: justify;\">not to be rude to employees and teachers of the higher education institution, not to argue with them; if they are unjust, to report to the appropriate authorities; not to address teachers with inappropriate questions regarding their personal lives; not to hold grudges against them;<\/p>\n<p style=\"text-align: justify;\">in case of a conflict with an employee, student, or doctoral candidate, to control their emotions and address to the relevant units and officials (mentor\/tutor, dean, primary organization of the Youth Union of Uzbekistan, Center for Spirituality and Enlightenment, Student Council) for resolution;<\/p>\n<p style=\"text-align: justify;\">to be active and attentive in the educational process and strictly follow the instructions of the teaching staff;<\/p>\n<p style=\"text-align: justify;\">not to talk during classes and not to engage in activities unrelated to the lesson;<\/p>\n<p style=\"text-align: justify;\">to treat equipment with care and not to write on desks or chairs;<\/p>\n<p style=\"text-align: justify;\">not to leave paper, chewing gum, or other waste in classrooms; not to eat or chew gum during classes; to use personal computers and other communication devices only with the permission of the teacher;<\/p>\n<p style=\"text-align: justify;\">to address the teacher during classes by raising a hand and only after being given permission; to follow queue rules and established regulations when ordering and receiving food in public dining areas;<\/p>\n<p style=\"text-align: justify;\">to strictly comply with the Internal Regulations of student dormitories;<\/p>\n<p style=\"text-align: justify;\">to use public transportation to come to the higher education institution whenever possible, in the interest of public safety.<\/p>\n<ol style=\"text-align: justify;\">\n<li><strong>Employees:<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">to comply with discipline at their workplace and the internal regulations of the university;<\/p>\n<p style=\"text-align: justify;\">before going on leave or upon termination of the employment contract, to leave their workplace in a condition that meets requirements, not to transfer office equipment and other materials under their responsibility, as well as tasks assigned to them but not yet completed, to another person;<\/p>\n<p style=\"text-align: justify;\">to observe communication etiquette and rules for providing information during telephone conversations (in particular, to begin the conversation with a formal greeting, then state the name of the institution, position, and full name, and proceed to the purpose; the information provided should be as concise, clear, and precise; it is not allowed to occupy the phone line while searching for requested information, if necessary, a return call may be made);<\/p>\n<p style=\"text-align: justify;\">to educate young people in the spirit of patriotism;<\/p>\n<p style=\"text-align: justify;\">to promote a healthy lifestyle among youth, to warn them against alcoholism and drug addiction, as well as other destructive threats and extremist influences alien to our society, and the negative impacts of \u201cmass culture\u201d;<\/p>\n<p style=\"text-align: justify;\">to assist in developing effective forms and methods of spiritual and moral education of learners; not to engage in actions that cast doubt on the conscientious performance of their official duties; not to discuss the professional or personal shortcomings of colleagues with students;<\/p>\n<p style=\"text-align: justify;\">not to expel students from classes for being late or for other reasons; also not to intimidate students by threatening expulsion from the higher education institution (or repeating a course) or by forcing them to withdraw from studies, and not to cause their unjustified expulsion (or retention);<\/p>\n<p style=\"text-align: justify;\">not to commit actions such as harassment, coercion, or violence that demean the honor and dignity of learners;<\/p>\n<p style=\"text-align: justify;\">not to hold grudges against students;<\/p>\n<p style=\"text-align: justify;\">to provide written information to faculty deans, when necessary, about the general level of student behavior and culture in academic groups (courses), including recommendations for applying appropriate measures.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 8. Procedures for Incentives and Disciplinary Measures<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 28. Incentives for Employees and Students<\/strong><\/p>\n<p style=\"text-align: justify;\">Employees and students who have fully complied with this Code throughout the academic year and have contributed to the establishment and strengthening of a high moral and ethical environment in the educational process may be rewarded, in accordance with established procedures, with material or moral incentives based on the recommendation of the administration, faculty deans, heads of departments, and other structural unit leaders.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 29. The Importance of Compliance with the Code for Attestation and Other Processes<\/strong><\/p>\n<p style=\"text-align: justify;\">Compliance with this Code by employees is taken into account during attestation processes and in forming an employee reserve (talent pool) for appointment to higher or other positions (career advancement).<\/p>\n<p style=\"text-align: justify;\"><strong>Article 30. Liability for Violation of the Code<\/strong><\/p>\n<p style=\"text-align: justify;\">Violation of the provisions of this Code by an employee, student, or doctoral candidate of the university serves as grounds for holding them accountable in accordance with established procedures.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 31. Relationship Between the Code and Internal Regulations<\/strong><\/p>\n<p style=\"text-align: justify;\">If employees, students, or doctoral candidates violate the provisions of this Code, measures specified in Chapter VII of the Internal Regulations of the higher education institution (Liability for Violation of Labor and Study Discipline) shall be applied to them.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 9. Organization of the Activities of the Ethics Committee<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 32. Ethics Committee<\/strong><\/p>\n<p style=\"text-align: justify;\">Issues related to violations of the norms of this Code by employees, students, and doctoral candidates shall, as a rule, be reviewed by the Ethics Committee.<\/p>\n<p style=\"text-align: justify;\">The Ethics Committee may also review such matters based on:<\/p>\n<p style=\"text-align: justify;\">instructions from the rector of the higher education institution;<\/p>\n<p style=\"text-align: justify;\">results of internal investigations;<\/p>\n<p style=\"text-align: justify;\">its own initiative;<\/p>\n<p style=\"text-align: justify;\">information received from employees, students, and doctoral candidates of Tashkent State University of Oriental Studies, as well as through the university\u2019s communication channels.<\/p>\n<p style=\"text-align: justify;\">The Ethics Committee shall consist of at least five members. Its objectives, functions, rights, and organizational procedures are determined by the Regulations on the Ethics Committee approved by the rector of the university.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 33. Conclusion of the Ethics Committee<\/strong><\/p>\n<p style=\"text-align: justify;\">Based on the review of violations of the Code of Ethics, the Ethics Committee issues a conclusion on whether a disciplinary or other violation has occurred (or not). At the same time, it submits proposals to the rector regarding holding the offending employee, student, or doctoral candidate accountable.<\/p>\n<p style=\"text-align: justify;\">Depending on the nature of the violation, the Ethics Committee may limit itself to issuing a warning to prevent further violations of the Code.<\/p>\n<p style=\"text-align: justify;\">A draft order on imposing disciplinary liability for non-compliance with the Code is prepared by:<\/p>\n<p style=\"text-align: justify;\">faculty deans and the master\u2019s department (for students);<\/p>\n<p style=\"text-align: justify;\">the human resources department (for employees and doctoral candidates).<\/p>\n<p style=\"text-align: justify;\">Employees, students, and doctoral candidates have the right to receive information about the violation they committed and the review process, to present evidence in their defense, and to appeal decisions of the higher education institution in accordance with established procedures.<\/p>\n<p style=\"text-align: justify;\"><strong>Article 34. Public Oversight<\/strong><\/p>\n<p style=\"text-align: justify;\">To ensure public oversight of the behavior of employees, students, and doctoral candidates, cases of non-compliance with this Code may also be discussed in the Trade Union Committee, advisory councils on women\u2019s issues, and the primary organization of the Youth Union of Uzbekistan.<\/p>\n<p style=\"text-align: justify;\"><strong>Chapter 10. Final Provision<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Article 35. Entry into Force of the Code and Amendments<\/strong><\/p>\n<p style=\"text-align: justify;\">This Code enters into force after approval by the Council of the higher education institution. Amendments and additions to the Code are made by decision of the Council of the higher education institution.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>Note:<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">According to the Law \u201cOn Education\u201d:<\/p>\n<p style=\"text-align: justify;\">Article 46 states that compliance with the charter of the educational institution and\/or other founding documents, as well as internal labor regulations, is one of the obligations of pedagogical staff;<\/p>\n<p style=\"text-align: justify;\">Article 48 states that compliance with the charter (founding documents), internal rules, temporary residence regulations, and other internal documents governing the organization and implementation of educational activities is one of the obligations of learners.<\/p>\n<p style=\"text-align: justify;\">According to the Labor Code of the Republic of Uzbekistan:<\/p>\n<p style=\"text-align: justify;\">Article 22 establishes that compliance with internal labor regulations is one of the obligations of an employee;<\/p>\n<p style=\"text-align: justify;\">Article 296 stipulates that the rights, obligations, and responsibilities of the parties to an employment contract, as well as other issues related to labor relations, are determined by internal labor regulations.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>TASHKENT STATE UNIVERSITY OF ORIENTAL STUDIES CODE OF ETHICS AND CONDUCT Chapter I.
