Guided by its core values\u2014honesty, accountability, respect, and fairness\u2014TSUOS actively implements measures to prevent corruption, bribery, and any form of unethical behaviour. These principles are embedded in the university\u2019s policies, programmes, and decision-making processes, reflecting its dedication to creating an environment of trust, excellence, and social responsibility.<\/p>\n<ol style=\"text-align: justify;\">\n<li><strong> Purpose<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><em>The purpose of this policy is to:<\/em><\/p>\n<ul style=\"text-align: justify;\">\n<li>Promote a culture of <strong>integrity, transparency, and accountability<\/strong> within TSUOS;<\/li>\n<li>Prevent and combat <strong>corruption, bribery, and unethical conduct<\/strong> among students, faculty, staff, and external partners;<\/li>\n<li>Provide <strong>clear guidance<\/strong> on acceptable behaviour and reporting mechanisms;<\/li>\n<li>Ensure compliance with <strong>national laws, international standards, and institutional regulations<\/strong>;<\/li>\n<li>Support TSUOS\u2019s commitment to the <strong>UN Sustainable Development Goals (SDG 16: Peace, Justice and Strong Institutions).<\/strong><\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><strong> Scope<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><em>This policy applies to:<\/em><\/p>\n<ul style=\"text-align: justify;\">\n<li>All <strong>TSUOS employees<\/strong>, including academic, administrative, and support staff;<\/li>\n<li><strong>Students<\/strong> enrolled at TSUOS;<\/li>\n<li><strong>External stakeholders<\/strong>, including partner organisations, employers, contractors, and donors;<\/li>\n<li>All <strong>university activities<\/strong> including teaching, research, procurement, international cooperation, and community outreach.<\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><strong> Definitions<\/strong><\/li>\n<\/ol>\n<ul style=\"text-align: justify;\">\n<li><strong>Corruption:<\/strong> Abuse of entrusted power for private gain.<\/li>\n<li><strong>Bribery:<\/strong> Offering, giving, receiving, or soliciting anything of value to influence the actions of a university member or partner.<\/li>\n<li><strong>Stakeholders:<\/strong> Individuals or organisations that interact with TSUOS or are affected by its operations, including government bodies, civil society organisations, employers, and students.<\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"4\">\n<li><strong> Core Principles<\/strong><\/li>\n<li><strong>Zero Tolerance:<\/strong> TSUOS does not tolerate any form of corruption, bribery, or unethical conduct.<\/li>\n<li><strong>Transparency:<\/strong> Decisions, financial transactions, and partnerships must be open, documented, and auditable.<\/li>\n<li><strong>Accountability:<\/strong> All university personnel and stakeholders are accountable for their actions and compliance with this policy.<\/li>\n<li><strong>Prevention:<\/strong> TSUOS proactively identifies, evaluates, and mitigates risks of corruption and bribery.<\/li>\n<li><strong>Inclusivity:<\/strong> Students, local residents, civil society representatives, and partner organisations are engaged in <strong>decision-making processes<\/strong> related to university governance and projects.<\/li>\n<li><strong>Ethical Leadership:<\/strong> Leaders and faculty act as <strong>role models of integrity<\/strong>, promoting fairness and honesty.<\/li>\n<li><strong>Continuous Improvement:<\/strong> The university regularly reviews policies, procedures, and compliance mechanisms.<\/li>\n<\/ol>\n<ol style=\"text-align: justify;\" start=\"5\">\n<li><strong> Responsibilities<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<table>\n<tbody>\n<tr>\n<td><strong>Role<\/strong><\/td>\n<td><strong>Responsibility<\/strong><\/td>\n<\/tr>\n<tr>\n<td><strong>Rector<\/strong><\/td>\n<td>Approves and enforces the anti-corruption policy, oversees strategic integrity measures.<\/td>\n<\/tr>\n<tr>\n<td><strong>Compliance Control Department<\/strong><\/td>\n<td>Monitors, investigates, and reports on compliance; Employees, students, and doctoral candidates are required to actively participate in combating corruption and its prevention, strictly comply with the regulations of the university\u2019s Anti-Corruption Program, and report any cases where university staff, students, or doctoral candidates may engage in corrupt practices. They must conduct their activities transparently and fairly, uphold high moral values and principles, and strictly adhere to the rule of law.<\/p>\n<p style=\"text-align: justify;\">TSUOS provides <strong>secure and accessible channels<\/strong> for reporting suspected cases of corruption, bribery, or unethical behaviour. Stakeholders, including students, staff, and external partners, can report concerns <strong>anonymously or openly<\/strong> through:<\/p>\n<ol style=\"text-align: justify;\">\n<li><strong>Telegram Bot:<\/strong> <a href=\"http:\/\/tme.@tsuosanticorruption_bot\/\">@tsuosanticorruption_bot<\/a> \u2014 a secure platform for submitting reports directly to the Compliance Control Department.<\/li>\n<li><strong>Google Form:<\/strong> <a href=\"https:\/\/docs.google.com\/forms\/d\/1kT92lVFITk8aTBKSHvuJoNgRByMyc6TqjAMk6bHYiWY\/edit\">Reporting Form<\/a> \u2014 an online form designed for safe and confidential reporting.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">All submissions are treated <strong>confidentially<\/strong>, and TSUOS ensures that no retaliatory actions are taken against whistleblowers.
