PROVIDE EXPERT ADVICE TO GOVERNMENT<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">Tashkent State University of Oriental Studies (TSUOS) actively contributes to the development of effective governance, peace, and institutional sustainability in Uzbekistan through expert participation, evidence-based research, and policy-oriented dialogue.<\/p>\n<ol style=\"text-align: justify;\">\n<li><strong>Participation in National Governance Reforms (G-CAN Network)<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">TSUOS is an active member of the <strong>Uzbekistan Governance Change Academy Network (G-CAN)<\/strong> \u2014 a British Council \u201cGoing Global Partnerships\u201d initiative, implemented jointly with the <strong>Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan<\/strong>.<\/p>\n<p style=\"text-align: justify;\">This network supports university governance reform in Uzbekistan by fostering institutional autonomy, leadership, and accountability. Through its engagement, TSUOS:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Contributes expert input to the <strong>National Code of University Governance<\/strong> and related policy development;<\/li>\n<li>Participates in benchmarking activities and peer-to-peer exchanges with UK universities, supporting evidence-based policymaking;<\/li>\n<li>Shares best practices in university governance with other higher education institutions across the country.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">On <strong>October 22\u201323, 2024<\/strong>, TSUOS representatives joined a <strong>seminar-training<\/strong> for 14 higher education institutions with the British Council and <strong>Advance HE<\/strong> experts. The event provided evidence and recommendations for the nationwide implementation of governance reforms. <em>(Source: <\/em><a href=\"https:\/\/tsuos.uz\/en\/english-international-cooperation-for-sustainable-development\/\"><em>TSUOS News \u2013 International Cooperation for Sustainable Development<\/em><\/a><em>)<\/em><\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><strong>Practical Research Project: \u201cFactors and Prospects of Sustainable Development of Interconnectedness in Central and South Asia (Based on Uzbekistan\u2019s Initiatives)\u201d<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">Within the framework of this practical research project, <strong>465.207 million UZS (95% of the allocated funds)<\/strong> were utilized. <em>(Source: <\/em><a href=\"https:\/\/tsuos.uz\/ilmiy-loyihalar\/\"><em>Scientific<\/em><em> Activities Page<\/em><\/a><em>)<\/em><\/p>\n<p style=\"text-align: justify;\">The breakdown of expenditures is as follows:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>9 million UZS<\/strong> for <strong>salaries<\/strong>,<\/li>\n<li><strong>2 million UZS<\/strong> for <strong>business trips<\/strong>,<\/li>\n<li><strong>1 million UZS<\/strong> for <strong>strengthening the material and technical base<\/strong> (purchase of computers, office supplies, etc.), and<\/li>\n<li><strong>83 million UZS<\/strong> for <strong>publications<\/strong>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Out of the total publication budget:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>32 million UZS<\/strong> was spent on the publication of <strong>12 research papers<\/strong> presented at <strong>international Scopus-indexed conferences<\/strong>,<\/li>\n<li><strong>11 million UZS<\/strong> on <strong>printing and electronic publication of conference materials<\/strong>, and<\/li>\n<li><strong>41 million UZS<\/strong> on <strong>publishing 11 academic monographs<\/strong>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">As a result of this project, the <strong>analytical television program \u201cXalqaro Nigoh\u201d (International Perspective)<\/strong> was established on the <strong>Uzbekistan 24 TV Channel<\/strong>, broadcasting <strong>every Sunday at 11:00 AM<\/strong>. The program presents weekly expert analyses on regional interconnectedness, international cooperation, and Uzbekistan\u2019s foreign policy initiatives in Central and South Asia.<\/p>\n<p style=\"text-align: justify;\">The program can be viewed through the following links:<\/p>\n<ul style=\"text-align: justify;\">\n<li><a href=\"https:\/\/t.me\/uzbekistan24_tvnews\/225696\">\u201cXalqaro Nigoh\u201d program on Uzbekistan 24 (Telegram post)<\/a><\/li>\n<li><a href=\"https:\/\/www.facebook.com\/iais.uz\/videos\/-ozbekiston-24-telekanalining-xalqaro-nigoh-korsatuvida-mutaxassislar-islomxon-g\/1521310242109009\/\">Video of the broadcast on Facebook<\/a><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Scientific Outcomes and Relevance<\/strong><\/p>\n<p style=\"text-align: justify;\">The project generated a series of analytical reports addressing the following thematic areas:<\/p>\n<ul style=\"text-align: justify;\">\n<li><em>\u201cCentral and South Asia: The Essence, Prospects, and Socio-Economic, Political Significance of Uzbekistan\u2019s Initiative\u201d<\/em><\/li>\n<li><em>\u201cUzbekistan\u2019s Foreign Policy in the Context of Renewing International Order\u201d<\/em><\/li>\n<li><em>\u201cThe Afghanistan Factor in Uzbekistan\u2019s Foreign Policy\u201d<\/em><\/li>\n<li><em>\u201cNew Trends in the Role of Russia, the USA, China, Japan, Pakistan, India, Iran, Turkiye, Arab States, SCO, and C5+ Formats in Central Asia\u201d<\/em><\/li>\n<li><em>\u201cThe Impact of Shifting International Relations on Central and South Asia\u201d<\/em><\/li>\n<li><em>\u201cNew Tendencies in the Formation of the International Relations System\u201d<\/em><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">These analytical works have both scientific and practical value, providing an evidence-based foundation for understanding and strengthening Uzbekistan\u2019s foreign policy and its initiatives aimed at fostering sustainable regional cooperation.<\/p>\n<p style=\"text-align: justify;\">The findings also contribute to <strong>enhancing Uzbekistan\u2019s visibility and reputation internationally<\/strong>, serving as a new mechanism for promoting the country\u2019s diplomatic initiatives and analytical capacity.<\/p>\n<p style=\"text-align: justify;\"><strong>Academic Achievements<\/strong><\/p>\n<p style=\"text-align: justify;\">Under this project:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>One PhD dissertation<\/strong> was prepared and recommended for defense:\n<ul>\n<li><em> Dushaeva<\/em>: \u201cThe Republic of Korea and Central Asia: The History and Modern Trends of Cooperation.\u201d<\/li>\n<\/ul>\n<\/li>\n<li><strong>Six master\u2019s theses<\/strong> were successfully defended on topics related to <strong>Afghanistan, regional security, gender equality, and India\u2019s strategy in Central Asia<\/strong>, among others.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Broader Impact<\/strong><\/p>\n<p style=\"text-align: justify;\">The research supports the development of <strong>systematic methodologies for foreign policy analysis<\/strong>, creation of <strong>modern academic materials<\/strong> for higher education institutions, and the establishment of <strong>competitive, evidence-based recommendations<\/strong> for decision-making in international and regional affairs.<\/p>\n<p style=\"text-align: justify;\">The outcomes also reinforce <strong>public awareness and education through media initiatives<\/strong>, including the <em>Xalqaro Nigoh<\/em> TV program, which plays an essential role in bringing scholarly analysis of Uzbekistan\u2019s regional policies to a wider audience both domestically and internationally.<\/p>\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><strong>Expert Advice to Government \u2013 Ethno-Tourism Development Platform<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">Through the project <strong>\u201cIncreasing the Ethno-Tourism Potential of Rishton, Chust, Yangikurgan and Boysun Districts Based on Local Attributes,\u201d<\/strong> TSUOS experts contribute to shaping regional and national strategies for tourism and cultural preservation. This initiative provides data-driven insights to local administrations and the <strong>Ministry of Ecology, Environmental Protection and Climate Change<\/strong>, supporting policy design that balances cultural heritage, economic growth, and environmental sustainability.<\/p>\n<p style=\"text-align: justify;\">Launched in May 2024 with <strong>704.147 million UZS<\/strong> in state funding (<strong>364.483 million UZS for labor, 120.480 million UZS for travel, 15 million UZS for research cooperation, and 126.7 million UZS for infrastructure<\/strong>), this initiative strengthens the government\u2019s capacity to develop sustainable tourism policies. <em>(Source: <\/em><a href=\"https:\/\/tsuos.uz\/ilmiy-loyihalar\/\"><em>Scientific<\/em><em> Activities Page<\/em><\/a><em>)<\/em><\/p>\n<p style=\"text-align: justify;\">The university\u2019s experts conduct cultural mapping and socio-economic analysis of these districts, identifying key local assets, traditional crafts, folklore, and ecological sites to inform <strong>government planning and tourism route development<\/strong>. Their findings directly guide efforts to strengthen <strong>community-based tourism<\/strong>, ensure the preservation of local identity, and improve regional livelihoods.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Digital Public Platform and Policy Outreach<\/strong><\/p>\n<p style=\"text-align: justify;\">To enhance public engagement and policy transparency, TSUOS established the <strong>E-Platform on Ethno-Tourism<\/strong> \u2014 <a href=\"https:\/\/etnotravel.uz\">etnotravel.uz<\/a> \u2014 along with official media channels:<\/p>\n<ul style=\"text-align: justify;\">\n<li><a href=\"https:\/\/youtube.com\/@EtnotravelUzb\">YouTube: @EtnotravelUzb<\/a><\/li>\n<li><a href=\"https:\/\/www.instagram.com\/etnotraveluzb\">Instagram: @etnotraveluzb<\/a><\/li>\n<li><a href=\"https:\/\/t.me\/etnotravelUZB\">Telegram: @EtnotravelUZB<\/a><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">These platforms serve as tools for connecting <strong>government agencies, researchers, and local communities<\/strong>, enabling data exchange, tourism promotion, and citizen participation through the interactive <strong>@Etnotravelbot<\/strong> Telegram bot.<\/p>\n<p style=\"text-align: justify;\">Moreover, TSUOS has developed dedicated media pages that highlight the <strong>local attributes<\/strong> and policy-relevant potential of each participating district:<\/p>\n<ul style=\"text-align: justify;\">\n<li><a href=\"https:\/\/tsuos.uz\/en\/boysun\/\">Boysun<\/a><\/li>\n<li><a href=\"https:\/\/tsuos.uz\/en\/chust\/\">Chust<\/a><\/li>\n<li><a href=\"https:\/\/tsuos.uz\/en\/yangiqorgon\/\">Yangikurgan<\/a><\/li>\n<li><a href=\"https:\/\/tsuos.uz\/en\/rishton\/\">Rishton<\/a><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\">From November 14 to 16, 2024, the Innovation Development Agency under the Ministry of Higher Education, Science, and Innovations organized an <a href=\"https:\/\/tsuos.uz\/en\/english-tsuoss-participation-in-the-international-innovation-week\/\"><strong>International Innovation Ideas Week<\/strong><\/a> dedicated to the theme \u201cInnovations for Sustainable Development\u201d. At this event, representatives of Tashkent State University of Oriental Studies, led by Vice-Rector Durbek Sayfullaev, actively participated. The TSUOS team presented this practical project.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Impact<\/strong><\/p>\n<p style=\"text-align: justify;\">Through these initiatives, TSUOS provides expert advice and actionable recommendations to government agencies on how to integrate sustainability, heritage protection, and community involvement into tourism development. This work directly contributes to:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>SDG 8 (Decent Work and Economic Growth)<\/strong> \u2013 by promoting sustainable tourism and local employment;<\/li>\n<li><strong>SDG 11 (Sustainable Cities and Communities)<\/strong> \u2013 by preserving cultural and natural heritage;<\/li>\n<li><strong>SDG 17 (Partnerships for the Goals)<\/strong> \u2013 by strengthening collaboration between academia, government, and society.<\/li>\n<\/ul>\n<ol style=\"text-align: justify;\" start=\"4\">\n<li><strong>Expert Commentary on Regional Policy and Peace<\/strong><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">On <strong>June 9, 2024<\/strong>, <strong>Dr. Suhrob Buronov<\/strong>, political scientist and lecturer at TSUOS, provided expert analysis for <strong>UZA<\/strong>, Uzbekistan\u2019s national news agency. He discussed Uzbekistan\u2019s <strong>neutral foreign policy<\/strong> and <strong>leadership in promoting regional peace and stability<\/strong> in Central Asia. His commentary on inter-party discussions contributed to ensuring <strong>transparency, civic engagement, and accountability<\/strong> in Uzbekistan\u2019s democratic process. These agreements serve as a framework for joint work in policymaking, education, and applied research.<\/p>\n<p style=\"text-align: justify;\">Under these agreements, the following initiatives are implemented:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Formation of an innovative working group<\/strong> to monitor the implementation of cooperative programs and policy-oriented research.<\/li>\n<li><strong>Joint curriculum development and modernization<\/strong> to align educational programs with the evolving needs of the economy and public governance.<\/li>\n<li><strong>Regular expert meetings and consultations<\/strong> between professors, students, and party representatives to discuss reforms in education, innovation, and socio-political development.<\/li>\n<li><strong>Integration of academic and professional practices<\/strong>, enabling TSUOS students and researchers to undertake internships at partner political organizations, ensuring direct exposure to policy formation processes.<\/li>\n<li><strong>Support for policy research and publications<\/strong>, including the joint development of monographs, textbooks, and methodological materials.<\/li>\n<li><strong>Scientific and methodological collaboration<\/strong>, with both sides contributing to conferences, workshops, and policy dialogues addressing issues of law, economics, and governance.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">On May 14, 2025, first-year students of the \u201cInternational Relations\u201d program at Tashkent State University of Oriental Studies, led by Associate Professor (acting) of the \u201cInternational Relations\u201d Department, PhD H. Mustapova, and the department\u2019s trainee lecturer N.
