{"id":58550,"date":"2026-08-10T10:38:39","date_gmt":"2026-08-10T05:38:39","guid":{"rendered":"https:\/\/tsuos.uz\/?page_id=58550"},"modified":"2026-08-10T10:38:39","modified_gmt":"2026-08-10T05:38:39","slug":"english-strategy-for-2024-2027","status":"publish","type":"page","link":"https:\/\/tsuos.uz\/en\/english-strategy-for-2024-2027\/","title":{"rendered":"STRATEGY FOR 2024-2027"},"content":{"rendered":"<p><strong>TASHKENT STATE UNIVERSITY OF ORIENTAL STUDIES<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>STRATEGY FOR 2024-2027<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>This Concept and the Strategic Program for 2024-2027 were approved and confirmed at Meeting No. 6 of the Supervisory Board on June 11, 2024, and at Meeting No. 11 of the University Council on June 29, 2024.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<h1>I.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 STRATEGIC GOALS AND PRIORITY DIRECTIONS<\/h1>\n<p><strong>\u00a0<\/strong><\/p>\n<p>This Strategy was developed on the basis of the strategic goals of transforming Tashkent State University of Oriental Studies into a modern center of education and science befitting the new Uzbekistan \u2014 with a view to fundamentally improving the quality of training of qualified personnel with comprehensive knowledge meeting international standards in the field of Oriental studies; accelerating the development of science; continuously enhancing the capacity and pedagogical skills of the teaching staff; improving the upbringing of student youth on the basis of Eastern values; increasing the attractiveness of education and implementing an internationalization strategy in line with the experience of universities listed among the world&#8217;s most prestigious Top-300 higher education institutions and in accordance with the subject areas of the international ranking agencies QS and THE.<\/p>\n<p>&nbsp;<\/p>\n<p>A new structure of the University is being developed on the basis of a modern concept of Oriental studies, and management is being carried out on the basis of a new system.<\/p>\n<p>&nbsp;<\/p>\n<p>In this regard, the central focus is on: establishing quality education, aligning with labor market demands, advancing internationalization, expanding the attraction of foreign investment, bringing TSOU to the University 4.0 level, as well as science-education-production integration, smart campus management, student-centered education, a cooperative ecosystem, and global reach.<\/p>\n<p>&nbsp;<\/p>\n<p>Through this mechanism, transforming the University into an educational &#8220;hub&#8221; among specialized universities in Central Asia is set as a strategic goal.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Priority is given to the implementation of the following key tasks:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>\u2014\u00a0 ensuring knowledge transfer on the basis of the transition of the higher education process to digital format and the widespread introduction of digital educational technologies; introducing information systems for the formation of knowledge, competencies, skills and abilities taking into account the individual characteristics of each learner;<\/p>\n<p>\u2014\u00a0 expanding project-based teaching methods, forming an innovative educational environment based on mutual cooperation with leading world-class organizations, as well as developing innovative research and introducing developments into practice;<\/p>\n<p>\u2014\u00a0 developing entrepreneurship skills among students, creating programs to support business projects;<\/p>\n<p>\u2014\u00a0 shaping the University as a center ensuring the development of local communities in the region in the fields of education, science and socio-cultural life;<\/p>\n<p>\u2014\u00a0 expanding the involvement of professors and teachers from prestigious foreign higher education institutions linked as partners \u2014 by agreement \u2014 in the educational process, and gradually increasing the number of disciplines taught in foreign languages;<\/p>\n<p>\u2014\u00a0 reviewing educational directions, master&#8217;s specializations, and doctoral specialties on the basis of the experience of prestigious foreign partner universities and in accordance with the subject areas of the international ranking agencies QS and THE, taking measures to introduce new ones, as well as putting joint educational programs into practice;<\/p>\n<p>\u2014\u00a0 strengthening rankings and status in the QS and THE international ratings;<\/p>\n<p>\u2014\u00a0 strengthening the integration of the results of the scientific works of University scholars into world science and the work of partner organizations, and their widespread introduction into practice;<\/p>\n<p>\u2014\u00a0 creating broad opportunities for the realization of the talent and ability of student youth while supporting their worthwhile career development, and others.<\/p>\n<p>&nbsp;<\/p>\n<h1>II.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 LEGAL FOUNDATIONS<\/h1>\n<p><strong>\u00a0<\/strong><\/p>\n<p>The following legislative documents are cited as legal foundations for this renewal concept:<\/p>\n<p>Law of the Republic of Uzbekistan No. ORQ-637 &#8220;On Education,&#8221; dated September 23, 2020;<\/p>\n<p>Decree of the President of the Republic of Uzbekistan No. PF-5847, dated October 8, 2019, &#8220;On Approving the Concept for the Development of the Higher Education System of the Republic of Uzbekistan until 2030&#8221;;<\/p>\n<p>Resolution No. 4680 of the President of the Republic of Uzbekistan, dated April 16, 2020, &#8220;On Measures to Fundamentally Improve the System of Personnel Training in the Field of Oriental Studies and to Increase Scientific Capacity&#8221;;<\/p>\n<p>Resolution No. 655 of the Cabinet of Ministers of the Republic of Uzbekistan, dated October 27, 2020, &#8220;On Measures for the Transformation of Higher Education Institutions in Cooperation with Prestigious Foreign Higher Education Institutions&#8221;;<\/p>\n<p>Resolution No. PQ-60 of the President of the Republic of Uzbekistan, dated December 24, 2021, &#8220;On Measures to Grant Financial Independence to State Higher Education Institutions&#8221;;<\/p>\n<p>Resolution No. PQ-60 of the President of the Republic of Uzbekistan, dated December 24, 2021, &#8220;On Additional Measures to Ensure the Academic and Organizational-Managerial Independence of State Higher Education Institutions&#8221;;<\/p>\n<p>Decree No. PF-158 of the President of the Republic of Uzbekistan, dated September 11, 2023, &#8220;On the Uzbekistan 2030 Strategy&#8221;;<\/p>\n<p>Speeches of the President of the Republic of Uzbekistan at various meetings and selectors on improving the higher education system, strengthening human capital, and youth affairs, and the tasks defined therein.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h1>III.\u00a0\u00a0 OPTIMIZATION OF THE UNIVERSITY STRUCTURE AND THE NEW MANAGEMENT SYSTEM<\/h1>\n<p><strong>\u00a0<\/strong><\/p>\n<p>The following changes are envisioned in the University structure based on the changes introduced to educational directions in the country&#8217;s higher education system, in particular, on the basis of optimization and the task of qualitatively implementing the above-mentioned goals and objectives.<\/p>\n<p>The Faculty of Eastern Philology and Translation Studies \u2014 which has the longest history and the highest standing in terms of contingent and capacity \u2014 is to be transformed into the <strong>Institute of Languages and Literature of Eastern Peoples<\/strong>. This renewal will be carried out through the optimization of the existing Faculties of Sinology, Korean Studies, Japanese Studies, and Turkology. Special attention is paid to: coordinating and strengthening philological research, increasing personnel capacity, executing theory-oriented and practice-oriented projects and broadly involving students in these activities; widely introducing the &#8220;from science to education&#8221; principle, and taking the training of translators to a new level. Accordingly, within the Institute, Higher Schools will be established by country, with scientific centers operating under them.<\/p>\n<p>Based on this same optimization, the Faculty of Economics, Policy and Tourism of Eastern Countries is restructured with the addition of all economic-block issues, educational directions, and specializations, and reformed with internal changes at the departmental level as it is incorporated into the <strong>Institute of Foreign Policy and International Economic Relations<\/strong>. Scientific centers will be established under the departments.<\/p>\n<p>Within the <strong>Faculty of the History and Philosophy of Eastern Civilization<\/strong>, it is required that Central Asian studies, the teaching and study of the history and philosophy of Eastern countries be given focus; that changes in its internal structures be directed toward source studies and anthropological research; and that a new perspective be applied to personnel training. Scientific centers will be established under the departments.<\/p>\n<p>The <strong>Faculty of Applied Sciences<\/strong> is to be established in connection with the opening of new educational directions commensurate with market needs; it is to function as a pilot structure in launching distance learning, and is also envisioned to manage the educational process in the form of evening and correspondence study. Dedicated scientific and methodological centers will also be established within this Faculty.<\/p>\n<p>The launch of the Registrar&#8217;s Office within the structure \u2014 aimed at improving electronic education and the management of the educational process \u2014 will create opportunities for increasing the effectiveness of educational and research work at institutes and faculties, and for broadly introducing internationalization and transformation processes.<\/p>\n<p>Regarding the remuneration amounts for new positions to be created under the changes being introduced, taking into account the authorities granted, the remuneration amounts for new positions will be submitted for discussion and approval by the Supervisory Board; furthermore, attention will be paid to the ongoing incentivization of professors, teachers, and staff based on labor productivity.<\/p>\n<p>This concept requires the implementation of strategic programmatic tasks to strengthen the <strong>image of Tashkent State University of Oriental Studies<\/strong> on the basis of creating a system of brands and scientific traditions in education.<\/p>\n<p>&nbsp;<\/p>\n<h1>IV.\u00a0 STRATEGIC PROGRAM OF THE UNIVERSITY FOR 2024-2027<\/h1>\n<h1><\/h1>\n<ol>\n<li><strong>Organization of the Educational Process and Improvement of Education Quality<\/strong><\/li>\n<\/ol>\n<p>1) Improving the curricula of subjects taught at the University on the basis of educational programs of foreign universities included in the TOP-300 ranking, and introducing them into the educational process.<\/p>\n<p>2) Shaping educational programs in accordance with the interests of students and the needs of personnel customers, by developing curricula aimed at forming creative thinking and practical skills in students, based on individual educational trajectories.<\/p>\n<p>3) Transitioning the educational process to digital format and ensuring knowledge transfer on the basis of the widespread introduction of digital educational technologies.<\/p>\n<p>4) Developing and introducing separate criteria and indicators based on the experience of leading international agencies in education quality assurance.<\/p>\n<p>5) Training personnel on the basis of joint educational programs with leading foreign higher education institutions.<\/p>\n<p>6) Fully ensuring the provision of disciplines with modern educational literature, taking measures to enrich the University library with new resources.<\/p>\n<p>7) Implementing credit mobility projects with highly prestigious foreign and local universities.<\/p>\n<p>8) Having educational programs accredited locally and internationally.<\/p>\n<p>9) Introducing interdisciplinary subjects (Interdisciplinary subjects) \u2014 a requirement of Times Higher Education \u2014 at TSOU.<\/p>\n<p>10) Introducing BBA (Bachelor of Business Administration) and MBA (Master of Business Administration) directions in educational tracks and master&#8217;s specializations, and attracting foreign specialists in these directions to TSOU in order to promote them.<\/p>\n<p>11) Increasing indicators for conducting internships of advanced students at partner foreign higher education institutions and prestigious organizations.<\/p>\n<p>12) Sending University professors and teachers to &#8220;Top-1000&#8221; higher education institutions for professional development and internship.<\/p>\n<p>13) Organizing the study of TSOU professors, teachers, and staff in international online courses (Coursera courses).<\/p>\n<p>14) Increasing the number of memoranda concluded with various state and private organizations for the purpose of ensuring the employment of University graduate students and resolving their issues.<\/p>\n<p>15) Expanding the teaching of specialty subjects in foreign languages at the University, and increasing the share of educational directions, specializations, and faculties where study is conducted entirely in foreign languages.<\/p>\n<p>16) Increasing the share of independent study hours; introducing methodologies and technologies aimed at developing independent learning skills, critical and creative thinking, systematic analysis, entrepreneurship skills, and strengthening competencies in the educational process among students.<\/p>\n<p>17) Orienting the educational process toward the formation of practical skills, and in this regard widely introducing advanced pedagogical technologies, curricula, and educational-methodological materials based on international education standards into the educational process.<\/p>\n<p>18) Continuously improving the technologies of the student knowledge assessment system and ensuring its objectivity, including developing forms of assessment that are not in direct contact with students.<\/p>\n<p>19) Developing mechanisms for promoting healthy competition among students in mastering subjects.<\/p>\n<p>20) Ensuring that subject curricula consist of 5 components: Professionalism, Gender equality, Environment-based, Sustainability, Human values-based.<\/p>\n<p>21) Continuously improving the curricula and programs of this level of education in order for master&#8217;s degree students to possess the ability to conduct high-level scientific research, engage in pedagogical activity, management, critical thinking, and systematic analysis.<\/p>\n<p>22) Improving the quality of educational literature, simplifying the procedure for creating modern educational literature, accelerating the purchase and translation of the latest foreign literature, and expanding the use of foreign literature as supplementary or alternative educational material.<\/p>\n<p>23) Increasing the types of educational services provided to students with disabilities and improving their quality, developing inclusive processes in education, and introducing adaptive technologies.<\/p>\n<p>24) Improving the quality of educational services provided to students on the basis of developing a system of student feedback on lessons and peer review.<\/p>\n<p>25) Creating professional communication platforms for professors and teachers by subject areas, broadly involving students in the education quality assurance process, and developing students&#8217; independent learning activities through the &#8220;tutoring&#8221; organizational-methodological assistance system.<\/p>\n<p>26) Organizing distance learning programs on the basis of modern information and communication technologies.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><strong>Increasing the Productivity of Scientific Research at the University, Broadly Involving Young People in Scientific Activities, and Forming the Innovative Infrastructure of Science<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>1) Increasing the productivity of scientific research at the University and bringing the scientific capacity to 55 percent.<\/p>\n<p>2) Developing fundamental, applied, and innovative scientific research; preserving existing scientific schools and creating new ones; strengthening their personnel capacity, and in so doing encouraging the broad involvement of talented young people in science.<\/p>\n<p>3) Implementing scientific projects in the fields of science with the participation of compatriots abroad.<\/p>\n<p>4) Increasing the share of young researchers at the University in order to achieve an optimal ratio \u2014 in terms of age \u2014 of the teaching staff holding academic degrees and titles; bringing the share of researchers under the age of 40 to at least 35 percent in order to support their scientific pursuits.<\/p>\n<p>5) Increasing the number of new innovative developments created as a result of commercialization in domestic and foreign markets.<\/p>\n<p>6) Increasing the intellectual capacity of young people and incentivizing them based on the results of their scientific activities.<\/p>\n<p>7) Publishing information about tourist sites affiliated with the University and content in Eastern languages on the world&#8217;s most popular internet platforms.<\/p>\n<p>8) Achieving an increase in the number of professors and teachers with an h-index of 5+ in the &#8220;Scopus&#8221;\/&#8221;Web of Science&#8221; databases.<\/p>\n<p>9) Achieving the publication of articles in journals indexed in the &#8220;Scopus&#8221;\/&#8221;Web of Science&#8221; databases on the 17 goals of the &#8220;Sustainable Development Goals.&#8221;<\/p>\n<p>10) Ensuring the gradual inclusion of the University&#8217;s scientific journals in the Scopus, ScienceDirect, and other international scientific-technical databases.<\/p>\n<p>11) Increasing the effectiveness of attracting off-budget funds through economic contracts by increasing the commercialization of fundamental, applied, and innovative projects being implemented within the framework of state scientific-technical programs, as well as the results of scientific research.<\/p>\n<p>12) Gradually introducing the &#8220;University 4.0&#8221; concept, which envisions the organic interconnection of education, science, innovation, and the commercialization of scientific research results.<\/p>\n<p>13) Developing international cooperation in the field of science; establishing active cooperation with the relevant institutes of the Academy of Sciences of the Republic of Uzbekistan and with prestigious foreign higher education and scientific research institutions, making broad use of the mentoring model.<\/p>\n<p>14) Improving the activities of post-graduate education institutions on the basis of foreign experience; taking measures to bring the system of scientific councils and defenses into conformity with international experience.<\/p>\n<p>15) Organizing the activities of the University&#8217;s scientific centers in accordance with the requirements of transformation and internationalization; improving mechanisms for incentivizing them based on results.<\/p>\n<p>16) Broadly involving students in scientific research work; purposefully organizing startup projects and various other competitions; taking measures to incentivize young people.<\/p>\n<ol start=\"3\">\n<li><strong> Development of International Cooperation<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>1) Creating an internationally-level educational environment at the University by closely establishing prospective cooperative relations with leading kindred educational institutions abroad.<\/p>\n<p>2) Achieving entry into the &#8220;Top-1000&#8221; higher education institutions list in international ranking systems.<\/p>\n<p>3) Increasing the share of foreign students studying at the University.<\/p>\n<p>4) Involving leading professors and teachers from foreign higher education institutions in the educational process.<\/p>\n<p>5) Attracting foreign investment and grant funds by participating in programs of foundations, international organizations, and embassies of foreign countries in cooperation with the University.<\/p>\n<p>6) For the purpose of enhancing TSOU&#8217;s image at the international level, continuously organizing within the framework of BRM subjects, short-term elective courses, lectures, and scientific seminars dedicated to global problems and contemporary trends in the world; also establishing TSOU&#8217;s participation in internationally-organized congresses.<\/p>\n<p>7) Concluding contracts by the Ministry with the international ranking agencies QS and THE for the 18 selected higher education institutions to receive methodological assistance on international rankings in the context of QS and THE international ratings.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><strong>Moral-Enlightenment Activities and Work with Youth<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>1) In the framework of the &#8220;Uzbekistan \u2014 2030&#8221; strategy, work with youth and moral-enlightenment issues are among the priority directions of state policy: on the basis of the &#8220;New Uzbekistan \u2014 an enlightened society&#8221; concept, fostering the patriotic spirit, the will to defend the homeland, and the sense of unity in the interests of the nation among student youth in a manner consistent with our national interests.<\/p>\n<p>2) Re-inventorying the content and substance of events held at the University; abandoning events that follow a single template and do not encourage students to think; organizing unified moral-enlightenment activities on a consistent and continuous basis \u2014 based on a general diagnosis of the psychological-emotional and moral-enlightenment state of students and drawing on national content \u2014 in order to bring the field to a qualitative level.<\/p>\n<p>3) Introducing new approaches to the preservation and broad promotion of the national values and moral-enlightenment roots of the Uzbek people among student youth at the University, and to fostering respect for the heritage of ancestors.<\/p>\n<p>4) Jointly combating ideological attacks on the basis of national ideology, strengthening family and community cooperation, and on this basis ensuring the continuity of moral upbringing.<\/p>\n<p>5) Illuminating the content and substance of the complex geopolitical and ideological-philosophical processes taking place in the world; improving efforts to conduct effective ideological struggle against various threats.<\/p>\n<p>6) Improving the system of social protection of students and their material and moral incentivization.<\/p>\n<ol start=\"5\">\n<li><strong>Improving the University&#8217;s Material and Technical Provision and Attracting Investments<\/strong><\/li>\n<\/ol>\n<p>1) Improving the University&#8217;s material and technical provision and attracting investments.<\/p>\n<p>2) Regularly ensuring the effective use of budgetary and off-budget funds.<\/p>\n<p>3) Ensuring energy efficiency at the University.<\/p>\n<p>4) Fully providing University students with dormitory accommodation and improving existing conditions;
