8.2.1. EMPLOYMENT PRACTICE LIVING WAGE

 Tashkent State University of Oriental Studies has an employment practice of paying all staff and faculty at least a living wage, defined as the local living wage or the local financial poverty line (expressed as an hourly wage) for a family of four.

Tashkent State University of Oriental Studies provides all faculty and staff with a monthly salary in accordance with the definition, depending on the type of work, position, rate, hours, and contribution to the development of the university.

The collective bargaining agreement is entitled “Remuneration: Guaranteed Payments, Compensation Payments”:

  1. In accordance with paragraph 61, salaries are paid by the procedure established by the Laws and legal documents of the Republic of Uzbekistan. The minimum monthly wage currently established in Uzbekistan is 1,271,000 UZS (https://lex.uz/uz/docs/-7553322);
  2. Terms of payment of salaries in accordance with paragraph 62

For the first half of the month – until the 18th of a month;

For the second half of the month, it is paid until the 5th of the following month.

Also, in accordance with the decision of the Cabinet of Ministers of the Republic of Uzbekistan №1030 on December 24, 2019 “On the procedure for paying additional remuneration to employees with scientific degrees engaged in scientific, scientific-pedagogical and labor activities in state organizations in the field of science and education”, it is determined to plan the number of funds of the State budget of the Republic of Uzbekistan to finance the expenses related to the payment of additional fees. According to it, an additional fee in the amount of 30% of the salary of employees with a doctor of philosophy degree and an additional fee of 60% of the salary of an employee with a doctor of science degree was paid. Below are the monthly salary rates approved by the Ministries of Higher Education, Science and Innovation and Employment and Poverty Reduction.

In addition, teachers who hold a foreign language proficiency certificate are entitled to an additional payment (bonus) to their monthly salary. The list of approved language certificates is provided below.

The recruitment of pedagogues to Tashkent State University of Oriental Studies is carried out in accordance with the university regulations. The regulation determines the procedure for hiring pedagogues at Tashkent State University of Oriental Studies.

Recruitment of professors and teachers at the university is carried out in two ways:

  1. a) A one-year employment contract for professors who worked in the main stage at the university during the previous academic year, to evaluate their work, extend it to a new academic year based on performance evaluation criteria (KPI), and continue pedagogical activity on this basis;

The purpose of extending the one-year employment contract of professors and teachers at the university to the new academic year and continuing pedagogical activities on this basis is to create an environment of social protection for professors and teachers, to motivate them to organize their activities on a planned basis and to ensure appropriate results.

  1. b) Competitive recruitment of professors and teachers for vacant teaching positions at the university.

The purpose of admission of pedagogic personnel to the university on a competitive basis is to train specialists with deep professional knowledge and scientific achievements, creative and scientific potential, high intellectual abilities, and moral qualities at the level of modern requirements. The goal is to create and ensure a competitive environment for selecting the most qualified new pedagogic personnel.
