8.2.5. EMPLOYMENT PRACTICE EQUIVALENT RIGHTS OUTSOURCING

Tashkent State University of Oriental Studies recognizes that in certain cases, specific employment responsibilities or functions may be transferred to third parties. These include, but are not limited to, cafeteria and canteen staff, cleaning and maintenance workers, international exchange teachers and students, volunteer teachers and students, as well as other contractors engaged in university-related work.

In all such cases, TSUOS is committed to guaranteeing equivalent rights, protections, and working conditions for third-party workers as those enjoyed by directly employed university staff.

This policy is also aligned with the Regulation on the Procedure for Organizing the Activities of the Public Council at TSUOS, which outlines the framework for ensuring social justice, ethical governance, and fair treatment across all levels of employment — whether direct or outsourced.

 

  1. Principles of Equality and Responsibility
  • The transfer of employment-related rights and responsibilities to third parties does not diminish or weaken the rights of those individuals performing work for the University.
  • All third-party workers are guaranteed fair remuneration, equal access to safe working environments, and protection from discrimination, forced labor, or exploitation.
  • TSUOS maintains that equality and social protection standards apply uniformly to all persons contributing to the University’s operations, irrespective of the nature of their contractual relationship.

  1. Oversight by the Public Council

TSUOS ensures this commitment through the active engagement of its Public Council, a body established to safeguard transparency, fairness, and ethical integrity in all employment-related matters.

The Public Council’s activities are directed toward:

  • Ensuring social justice in the protection, recognition, and reward of all university and third-party staff;
  • Supervising fairness in appointments, dismissals, and disciplinary procedures by appointing a representative to attend relevant meetings;
  • Monitoring working conditions and ensuring that professors, teachers, and third-party staff have access to proper research and educational resources;
  • Verifying contract fairness, including timely payment of royalties and rewards for academic and creative work performed under contractual agreements.

These functions ensure that the rights and benefits of outsourced or third-party workers are equivalent to those of TSUOS employees, maintaining the same ethical and professional standards across all employment relationships.

 

  1. Institutional Responsibility

The Human Resources Department, Trade Union Committee, and the Public Council jointly monitor compliance with this principle.

They ensure that:

  • All third-party agreements contain clear provisions protecting workers’ rights;
  • No individual involved in TSUOS-related work is subjected to forced labor, human trafficking, or exploitative practices;
  • Regular reviews and public oversight mechanisms are implemented to maintain equality and accountability.
