16.3.2. POLICY AND LAWMAKERS OUTREACH AND EDUCATION
Tashkent State University of Oriental Studies (TSUOS) actively engages in educational and outreach initiatives aimed at enhancing the capacity and awareness of policymakers, lawmakers, and related institutions on critical contemporary issues such as sustainable economic growth, gender equality, inclusive education, and international cooperation. The university has implemented a series of strategic partnerships, conferences, and training programs that provide a robust platform for expert dialogue and evidence-based policymaking.
- Collaboration with Political Parties to Strengthen Policy Education and Practical Engagement
In line with its mission to bridge academia and governance, TSUOS has signed cooperation agreements with four political parties of Uzbekistan. These agreements serve as a framework for joint work in policymaking, education, and applied research.
Under these agreements, the following initiatives are implemented:
- Formation of an innovative working group to monitor the implementation of cooperative programs and policy-oriented research.
- Joint curriculum development and modernization to align educational programs with the evolving needs of the economy and public governance.
- Regular expert meetings and consultations between professors, students, and party representatives to discuss reforms in education, innovation, and socio-political development.
- Integration of academic and professional practices, enabling TSUOS students and researchers to undertake internships at partner political organizations, ensuring direct exposure to policy formation processes.
- Support for policy research and publications, including the joint development of monographs, textbooks, and methodological materials.
- Scientific and methodological collaboration, with both sides contributing to conferences, workshops, and policy dialogues addressing issues of law, economics, and governance.
On May 14, 2025, first-year students of the “International Relations” program at Tashkent State University of Oriental Studies, led by Associate Professor (acting) of the “International Relations” Department, PhD H. Mustapova, and the department’s trainee lecturer N. Alimova, visited the Central Office of the O‘zLiDeP party, where they gained firsthand knowledge about the party’s history, structure, and activities.
These activities ensure the continuous exchange of knowledge between academia and political institutions, supporting evidence-based decision-making and preparing young specialists with policy-relevant skills.
On April 12, 2025, TSUOS hosted a large-scale international scientific-practical conference titled “Sustainable Economic Growth: Integrating Green Economy Principles and Practices”, dedicated to advancing the understanding and application of green economy principles in national and regional policymaking.

The conference was organized with the support of the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan and in cooperation with Plekhanov Russian University of Economics (Russia), BA School of Business and Finance (Latvia), and leading experts from Pakistan, India, Malaysia, Austria, Tajikistan, Hungary, and Singapore.
It brought together policy and economic experts, lawmakers, environmentalists, and researchers to explore how green economy principles can be incorporated into national economic strategies.
The conference featured six thematic sessions:
- Sustainable Economic Growth and Green Economy Principles: Theory and Practice
- Economic Integration and Green Economy Development Experiences
- The Role of Innovation and Technology in Greening the Economy
- Regional Cooperation and Green Economic Initiatives
- Green Financing and Investments
- Social Issues and the Impact of the Green Economy on Human Development
As an outcome, participants produced policy recommendations on strengthening international cooperation in sustainable development, supporting eco-innovation, and implementing green economy policies in national strategies. These results were shared with ministries and governmental bodies to inform environmental and economic policy directions.
TSUOS also plays a leading role in enhancing the engagement of women in science, policy, and education, through its annual international conferences organized in cooperation with Uzbekistan’s legislative and governmental bodies.
3.1. IV International Conference “Sustainable Development: Women’s Initiatives in Science and Business”

The conference was co-organized by:
- The Senate of the Oliy Majlis of the Republic of Uzbekistan,
- The Ministry of Higher Education, Science and Innovation,
- The Academy of Sciences of Uzbekistan,
- The Committee on Family and Women’s Affairs,
- The Youth Affairs Agency,
- And the Abdulla Qodiriy Presidential Creative School.
This event served as a national dialogue platform for women leaders, scientists, and policymakers to exchange experiences, discuss gender-inclusive governance, and promote gender-sensitive policymaking.
3.2. V International Forum “Sustainable Development: Inclusive Education and Women’s Initiatives”
The forum, attended by high-level government and international representatives, including:
- Zulayho Mahkamova, Deputy Prime Minister and Chairperson of the Committee on Family and Women’s Affairs,
- Malika Kodirkhanova, Chairperson of the Committee on Women and Gender Equality of the Senate,
- Nigina Abaszade, UNFPA Representative in Uzbekistan,
- Denise Waddingham, Director of the British Council in Uzbekistan,
- Aziza Abdurahmanova, Coordinator of the National Office of Erasmus+ Programme
focused on enhancing inclusive education and women’s leadership in science and business.
Three thematic councils were organized:
- Initiatives for the Development of Science,
- Strategies to Improve the Quality of Education,
- Practical Approaches to Engaging Women and Youth in Business.
The conference resolution presented actionable recommendations for policymakers, including:
- Integrating inclusive internationalization within higher education strategies (aligned with SDG 4).
- Establishing national frameworks to support women scientists and young researchers.
- Promoting gender equality policies across education and science sectors.
- Enhancing international mobility for underrepresented groups and applying AI-driven mechanisms to foster inclusive learning environments.
The event also hosted an exhibition of creative works and handicrafts by women with disabilities and members of the “Orientalist Women Leaders Club”, emphasizing the link between policy, social inclusion, and empowerment.

Through active partnerships with political institutions, the organization of international policy-oriented conferences, and targeted programs for gender equality and sustainability, TSUOS ensures meaningful outreach and education for policymakers and lawmakers.
These initiatives provide both theoretical frameworks and practical mechanisms to strengthen evidence-based policymaking in Uzbekistan and contribute to achieving the UN Sustainable Development Goals, particularly SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 13 (Climate Action).
