Digitalization Platform and Online Monitoring System in the Water Management Sector
Brief Information on the Applied Project No. AL-7823051503 entitled “Digitalization Platform and Online Monitoring System in the Water Management Sector”
The applied project No. AL-7823051503 entitled “Digitalization Platform and Online Monitoring System in the Water Management Sector” was implemented by researchers of the International Center for Strategic Development and Research in Food and Agriculture under the supervision of Z.S. Shokhujayeva. In accordance with the project agreement, all activities planned for the period from 1 August 2024 to 31 December 2025 were fully completed.
Research objective: The objective of the research was to develop scientific proposals and practical recommendations aimed at improving the efficiency of water use through the development and implementation of the technical specifications for the project on introducing a digitalization platform and online monitoring system in the water management sector, as well as the development and implementation of the “Hydro-Smart SYSTEM” platform based on these technical specifications.
Research object: Farmer enterprises using water resources in the Kashkadarya Region were selected as the research object.
To achieve the research objective, the following tasks were defined:
- to develop software that ensures fair distribution and timely delivery of water to water users and enables the digital management of water management facilities within their respective areas;
- to improve the mechanism for accounting for water use and consumption through the introduction of “Smart Watering” measuring devices and to develop practical proposals and scientific recommendations for applying digital technologies to the system;
- to introduce a payment system for used water and develop scientific proposals and practical recommendations for the effective use of funds generated through these payments;
- to introduce public-private partnerships and outsourcing mechanisms in water management, transfer individual water management facilities to farmers, clusters and other organizations for use, and develop practical proposals and scientific recommendations for directing the resulting savings toward the modernization of water management facilities;
- to develop scientific proposals and practical recommendations for government support for the introduction of a digitalization platform and online monitoring system in the water management sector.
A total of 25 scientific publications were published within the framework of the project. These included 1 monograph, 1 manual, 1 study guide, 1 paper published in a conference indexed in the Scopus database, 7 articles in foreign journals, 5 articles in journals included in the list of the Higher Attestation Commission (HAC), 5 papers in international conferences, and 3 papers in national conferences.
In addition, within the framework of the project No. AL-7823051503, entitled “Digitalization Platform and Online Monitoring System in the Water Management Sector – Hydro SMART SYSTEM Information System,” the software received Certificate No. DGU 47479 on the official registration of a computer program from the Ministry of Justice of the Republic of Uzbekistan. The project’s technical specifications were also reviewed by the State Unitary Enterprise “Cybersecurity Center,” and the experts issued a positive conclusion.
The integration of the platform is currently underway.
