Lifelong learning access policy

  1. Purpose

This policy establishes the principles and procedures that guarantee equal and inclusive access to all lifelong learning activities organized by Tashkent State University of Oriental Studies (TSUOS).
It reflects the university’s commitment to providing quality education for all, in line with the United Nations Sustainable Development Goals (SDG 4 – Quality Education and SDG 10 – Reduced Inequalities).

 

  1. Scope

This policy applies to:

  • All lifelong learning programs, including community courses, open lectures, public seminars, and digital education platforms (e.g., TSUOS Digital Library – https://dilib.tsuos.uz/);
  • All participants, including students, teachers, staff, community members, and international learners;
  • All institutes, faculties, centers, and departments engaged in the delivery of non-degree and outreach educational activities.

 

  1. Policy Statement

TSUOS affirms that lifelong learning opportunities shall be open and accessible to all individuals, without discrimination or restriction on the basis of:

  • Ethnicity or nationality
  • Religion or belief
  • Gender or gender identity
  • Disability or physical condition
  • Socio-economic background
  • Immigration or refugee status
  • Age or language background

All institutional bodies of TSUOS are required to ensure that participation in educational outreach, open courses, and online learning activities is inclusive and free from any form of direct or indirect discrimination.

 

  1. Implementation Measures

To enforce this policy, TSUOS:

  1. Designs all public programs and events to be inclusive, using accessible venues and materials.
  2. Provides online alternatives (e.g., digital lectures, e-books, and webinars) for participants unable to attend in person.
  3. Ensures physical accessibility to all educational facilities used for lifelong learning activities.
  4. Conducts awareness sessions for teaching and administrative staff on equality, diversity, and inclusion principles.
  5. Monitors participation to identify and address potential barriers related to gender, disability, or socio-economic status.

 

  1. Digital Access and Open Resources

Through its open educational platform – TSUOS Digital Library (https://dilib.tsuos.uz/) – the university guarantees free access to educational materials, e-books, and research publications for anyone, inside or outside the campus.
This platform serves as a key component of TSUOS’s commitment to lifelong learning and inclusive education.

 

  1. Responsibility
  • The Vice-Rector for Academic Affairs oversees the implementation of this policy.
  • The Department of International Rankings monitors and reports on inclusiveness indicators for the Impact Rankings.
  • Each institute and faculty is responsible for applying inclusive practices within their specific programs and ensuring compliance with this policy.

 

  1. Review and Monitoring

This policy shall be reviewed annually by the TSUOS Academic Council to ensure its continued relevance and alignment with international best practices in higher education and inclusion.
