17.2.1. RELATIONSHIPS WITH REGIONAL NGOS AND GOVERNMENT FOR SDG POLICY

Tashkent State University of Oriental Studies (TSUOS) maintains active cooperation with regional government bodies, ministries, and non-governmental organizations (NGOs) to support the formulation, implementation, and evaluation of Sustainable Development Goals (SDG) policies in Uzbekistan and Central Asia.

This cooperation is aimed at aligning the university’s academic, research, and social initiatives with national and regional SDG priorities, particularly in the areas of quality education (SDG 4), gender equality (SDG 5), sustainable cities and communities (SDG 11), and partnerships for the goals (SDG 17).

Institutional Policy and Framework

The University has established an institutional framework that encourages joint engagement with policymakers and NGOs in:

  • identifying key regional challenges related to SDG implementation;
  • developing strategic policy recommendations;
  • conducting impact assessments and modelling future development scenarios;
  • monitoring and reporting on SDG-related projects and reforms;
  • facilitating adaptive management through evidence-based analysis.

The university’s SDG Center and all institutes, faculties and other institutional bodies serve as primary coordination units for these activities, ensuring regular communication with partner institutions and agencies.

Additionally, to help students from community schools improve their language skills, cultural awareness, and academic motivation, TSUOS professors and teachers regularly host seminars, open lessons, and educational workshops. Please refer to the SDG 4, in particular, the link to Education Outreach Activities Beyond Campus.

Cooperation with Governmental Structures

TSUOS collaborates with:

Through participation in national working groups and roundtable discussions, TSUOS provides analytical and academic input for policy development, monitoring mechanisms, and SDG implementation roadmaps.

Besides, TSUOS cooperates with a lot of governmental structures in terms of students’ employment after graduation.

Cooperation with Political Parties

TSUOS also collaborates with the political parties of Uzbekistan:

Partnership with Regional NGOs

The University works closely with local and regional NGOs that focus on sustainability, education, and social inclusion.

Joint initiatives include:

  • co-organizing public lectures, conferences, and workshops on SDG awareness;
  • developing recommendations on strengthening sustainability literacy among students and educators;
  • contributing research data and expertise to NGO-led projects related to community development and gender equality;
  • participating in joint monitoring of SDG-related programs at regional level.

Examples of NGOs and Non-Governmental Organisations Collaborating with TSUOS:

  1. “Ziyo Ta’lim” Non-Governmental Educational Institution
  2. Japanese Language School – Non-Governmental Educational Institution
  3. “Registon” Non-Governmental Educational Institution
  4. “Tripoasii” – Organisation for the Development and Implementation of Dual Education
  5. Public Diplomacy Centre of the Shanghai Cooperation Organisation in Uzbekistan

Some other examples are listed below:

  1. HSK International Chinese Language Testing Centre and Confucius Institute

On 24 September 2025, TSUOS Rector Prof. Gulchehra Rikhsieva met with Dr. Li Peize, Head of the HSK International Chinese Language Examination Centre. During the meeting, a tripartite agreement between TSUOS, the HSK Centre and the Confucius Institute at TSUOS was signed, establishing the official administration of HSK Chinese language examinations at the university.

The cooperation also provides for the organisation of assessments for Chinese language teachers and creates opportunities for specialists from other fields to obtain recognised Chinese-language qualifications after completing intensive or second-specialty training. This partnership contributes to the development of high-quality language education, professional certification and lifelong learning opportunities, particularly supporting SDG 4 (Quality Education).

  1. British Council – AELLCA Project

TSUOS participates in the Accelerating English Language Learning in Central Asia (AELLCA) project, implemented by the British Council and funded through the UK International Development programme. The regional initiative focuses on strengthening English language teacher education in Central Asia, modernising PRESETT programmes, supporting Continuous Professional Development (CPD), and integrating inclusive teaching approaches into teacher education.

Within the project, TSUOS has participated in activities aimed at strengthening the professional capacity of English language teachers. In particular, AELLCA specialists conducted a CPD workshop for faculty members of the Department of Western Languages, focusing on contemporary pedagogical approaches, reflective teaching and continuous professional development. In January 2026, TSUOS Rector Prof. Gulchehra Rikhsieva also participated in the PRESETT Leadership Programme organised jointly by the British Council and the University of Cambridge for leaders of higher education institutions preparing foreign-language specialists.

TSUOS continues its engagement in the third phase of AELLCA as one of the project’s Uzbekistan partners. Through the Department of Western Languages, the university contributes to improving the quality of English language teacher preparation, strengthening CPD activities, promoting inclusive and modern pedagogical approaches, and expanding international academic cooperation.

The partnership directly supports SDG 4 (Quality Education) through teacher development, curriculum enhancement, inclusive education and lifelong professional learning, while also contributing to SDG 17 (Partnerships for the Goals) through sustained cooperation between TSUOS, international organisations and higher education institutions.

Monitoring, Reporting, and Adaptive Management

TSUOS maintains a system for continuous monitoring and evaluation of its contribution to SDG policies.

This includes:

  • tracking university-level initiatives aligned with SDG targets;
  • sharing progress reports with national and regional authorities;
  • adjusting programs and academic content based on evaluation results and stakeholder feedback.

The university’s participation in these processes ensures that academic research, education, and community outreach remain closely tied to the evolving SDG policy environment in Uzbekistan.

In order to address existing challenges in Uzbekistan, a number of specialized centers have been established at Tashkent State University of Oriental Studies (TSUOS), which develop and provide recommendations aimed at the effective implementation of the Sustainable Development Goals (SDGs), such as:

Through sustained partnerships with regional NGOs and government agencies, Tashkent State University of Oriental Studies actively contributes to shaping, monitoring, and improving SDG-oriented policies and practices — reinforcing its role as a national hub for sustainable development education and collaboration.
